They don't appear to be stretching, but they sure do appear to be irritated with life at the moment..
They appear to be a little overwated (that wrapping paper crinkle effect on the leaves)..
Distilled water with no nutes in LW & Perlite? ....
You need to add Cal-Mag, root stimulator and very little grow (25% full strength dose).. you're stunting the plant at the worst point in it's life cycle.. It will shut down and stop growing if it gets stunted enough.
With distilled water, unless your soil is highly amended you should be watering with some form of Cal-Mag.
That light chart is for developed plants, not seedlings.. I know the homey stylez used an HPS in that range.. I'll invite him here to offer some advice on light height and the effect it has..
