Indoor Tap water turning milky

I'm using Plagron organic nutrients and I usually add it to rainwater that I collect myself. I didn't get time to collect any this week so I had to use water from the tap. When I added the nutes to it, the whole mixture turned milky straight away. The soil was bone dry so I had to use it anyway as there was nothing else available to me.

What would cause this? I thought it might be the chlorine so I filled a bucket yesterday and left it 24 hours to evaporate off. Added nutes and same thing happened again. It looks like it turns to clumps and settles on the bottom. I've added pics of a sample of the mix. My tap water is very hard which is why I use rainwater when I can

Which Plagron nutriets are causing this?
 
I use the plagron Terra bloom and you shake it before use and it becomes cloudy. Don't shake it and it runs clear.

And if you put that and the Plagron Green Sensation and Terra Bloom in the same mix or Ca Mag and GS it solidifies almost or crystallizes if you like.

Don't know this is any help.

It's plagron Alga Bloom that's causing it. I think it turns milky before I add the Green Sensation to the mix. I wouldnt be too concerned if it had always been happening but it's only when using the tap water. When I use rainwater, the nute and water mix is a light brown and definitely doesn't clump together. Is it any harm to my plants?
 
Should say they crystallize when you mix together, but not if you add them to the water separate TB...Water...Gs...

I don't think it's a problem. Just shake it up and feed.
