Can a strain lower in THC be more potent than a strain with higher THC? I read someware the some strains with lower THC can be stronger than higher percentage strain because its not always the percentage of THC but the chemical makeup of the THC.

It's hard to be sure as it is very scientific stuff but I would be very surprised if it's not the case.
What definitely is the case is that the relationship between THC and CBD is huge.
Strains may feel like 20+%THC if the CBD level is high even if the THC level is in reality 10% or perhaps even less.
An actual strain example I can think of breaking the rules is white rhino particularly green houses version.
It is about 10-12% THC and 1.6%CBD, not terrible but certainly not great but yet it is widely known as a potent smoke and one of the best medicinal strains around the world and has won awards.
It is also true that the best cannabis is grown with sunlight not artificial light, it allows for a wider range of cannabinoids and resin production.
Many a connoisseur stands by the best grade they have smoked has been cultivated with sunlight.

Ive grown green house white rhino outdoor.. It was one of the most "potent" smokes ive had the chance to sample! So to put my 
in.. and from what ive read its not all about thc.. as there are at least 85 cannabinoids i think it has more to do which ones are present and how they work together to achieve a certain type of effect..
in.. and from what ive read its not all about thc.. as there are at least 85 cannabinoids i think it has more to do which ones are present and how they work together to achieve a certain type of effect..I agree with Herb on this one, the ratio of active chemicals is more important than the quantity when determining the character of the high. the quantity of the active chemicals just determines potency in the sense of how many hits it takes to get baked/medicated.
