Racism and greed were the twin forces at play in the outlawing of both hemp and cannabis. Major industrial powers led the charge behind the scenes, but the average American voter wasn't going to get on board just because the rich wanted to get richer, so marijuana had to be demonized.

We all know the stories of Reefer Madness and the ridiculous lies (that people like Nancy Grace still spew today) that cannabis causes otherwise normal, God-fearing W.A.S.P.s to become murderous, hopelessly addicted maniacs. To add to this, marijuana was popular with Mexican immigrants and among the Afro-American community. In the time of Jim Crow and overt racism that was the early 20th century America, just pointing out that Negroes and Mexicans like marijuana was enough to basically say "only inferior animal-people use this foul drug, which is why they're not as good as us whites".

With the electorate galvanized against the demon herb and wanting to protect their precious white women from being raped in the streets by weed-addicted jazz musicians, the votes were easily won for marijuana prohibition.
