Mephisto Genetics Toofless Alien, stunted seeling, advice appreciated.

Another day and no movement. How long would you give it before I call it quits with this one and move on?

Looks to me like your soil is far too wet in every picture. She's small need very very little water... Do me a favor and no water for 48hrs. See how she is then.

Only watered once since sprout, about day 5 because the top was extremely dry. About 1l in 10l pot. Suppose it could be that? Can excessively wet soil stunt a plant like this?

Do you usually water the soil before planting?

Yes it can, also cold feet can so if she's sitting on a cold floor prop her up off it a little. I use 3 gallon air pots and place in soil then wet .5L mainly in the middle where my bean is. Leave her be till she's up to say hello to the world. Then a splash of water like 50-100mL. Not much just in middle.

Right I'll note that one down then. Never had a problem with my watering before but I have watered prob too much. Volume not frequency based on that. Pot is raised about a foot off floor so cold shouldn't be an issue. Would you pull and start again or see this out?

I'll put this info out there and you can ignore it or the next guy might disagree, but it's what I use and what I have seen other successful growers use. Your soil contains all the plants nutrients it will need for it's first few days of life so don't wash (get run-off) any of those good nutrients out of your soil. Keep watering's lite early on, keep it simple don't over think it. Or as Ron Popeil would say.....
