New Grower Top of stem on seedling turning brown and wilting/drooping?

So after my other problem with stems being snapped by either critters or wind, I already had another batch germing and they popped their heads up last night. But now I have another problem..

The top of the stem on my seedling is brown and thinner than the rest of the stem which is nice and white, and the leaves are drooping down. The top of the plant is basically upside down from how bad its drooping. I'm not over watering, if anything i'm under watering. So I gave it a shot glass full of water this morning to see if it would improve at all, but it hasn't. The seedling is about two inches tall.

I don't know why i'm having so many problems with autoflowers, when I've grown photos just fine in the past. But i'm persistent and want to keep trying. Maybe it's a PH problem? I'm not sure how the tap water is where I moved, but I let the water sit for 48 hours to hopefully get rid of all the chlorine and whatever else could be in it.

I don't have any pictures right now, but I will try to add some later. Does any one know what this is? Could it be from not having enough sun due to the cloudy weather I currently have? I've always started my photos inside but i've recently moved and don't have lights anymore. So i'm forced to do everything outside.

Lack of light without a doubt, can't you stick it under a CFL in the house somewhere for the time being?
 
My house doesn't have any CFLs in it, just incandescent bulbs. It's an old ass trailer and i'm ~50 miles from town.
