The things is, the buds are looking seemingly healthy. absolutely covered in tricombes and frosting. Is this normal?

When towards the end of flowering you will lose the majority of fan leaves if you let her go as long as she needs to. That is you lady focused on flower production. A good way to increase resin glands is starve her from water for last 7 days before you are ready to chop. That will put her into protective mode and produce extra resin glands. Another good trick is starve her of light the last 36 hours before chop. Also will increase resin glands as well as let it get cold and trichomes usually change color. Hope this helps a lil
