Why are my babies so small :/

I added the last lamp yesterday, only had two cool white 23 w, figured might as well use all 4 sockets & have a fab two! Now have 3 lamps. The two bigger ones sprouted two weeks from today, & the small one came up an day after! Are these okay? They look healthy
