Yes, you'll be fine - the reason for having the light so high initially is the drastic change of light intensity. It's not going to be that high off them long enough to cause any sort of stretching (reaching for the light or lacking light).. though if they're hardy seedlings you will see them point their leaves upwards.
You don't keep the light so high, just let the plants adjust first. Otherwise you'll shock them.. once a plant is adjusted to the intensity of the HPS, you can keep the light 10-12" from the top if you're capable of cooling it. Any closer and it can be detrimental, IME.
