The nutrients in your soil could be delaying flowering. If the nutes int the soil are veg nutes (nitrogen type), and there is little phosphorus, and potash (P & K) it may be a reason.
Does the bag say "Feeds up to 2 Months"?
This doesn't mean it won't flower soon though, and I am not saying this is the reason for your issues either. It is just an observation based on past experience. I had two lowrider's and three Jackasses that I inadvertantly put back into veg, by accidentally giving them veg nutes, after they had been flowering for about a month. They never fully recovered either. They kinda stayed in a state between veg and flower, until I finally pulled them because of blight.
