I really can't tell with this picture if it's just damage or a real mold problem. Can you try 'polishing' it off with your fingertips? If it's not hard and somewhat grainy (what I'll expect with residue from water or just damaged leaves) you might have a mildew problem. I'm from the Netherlands so I can't tell you what kind of sprays to use, we have a lot of different agricultural rules and the products around here differ in about every way from the products elsewhere. I know Ecostyle is quite an around the world supplier, but maybe there's something better in your local garden center. Mildew affects lots of different plants so I guess there's a 100% chance you'll find something to fight it with.
The more sun the better, these are C4 plants, which means they can't ever get an overdose of light. Just like corn. Also the UV-rays will help killing harmfull fungi. Also a plant in full sun has a better resistance to diseases. So there's more than just a few reasons to put it in direct sunlight.
