The carbon prefilter is a good idea. Another option would be to add a longer bit of ducting to the fan, this slows down the air. If you put a couple 90 degree bends it can cut air movment quite a bit see if that helps.
 

Hey there chudgy! I thought I'd throw in my two cents in here:

For starters, I would steer clear of the fan controller. You're running a 160 CFM inline fan on a 4" scrubber; just from the quick search I've done most of the 4" inline scrubbers I've found are rated for at least 180 CFM fan's (most of the bundles I've found have 190 CFM fans.) The carbon scrubber fan is sized to the carbon scrubber, not the room. You size the carbon scrubber to the room. The reason why carbon scrubbers have CFM ratings is to ensure you actually have enough power to pull the air through the scrubber effectively. You're pulling against granulated (GAC) carbon and the pre-filter (the white sleeve on the outside,) so that 160 CFM fan you have on there is running at a reduced rate already. The CFM requirement will vary from filter to filter, so what might work for one may not work on another, depending on the manufacturer.

If anything, I would look into a MORE powerful fan. Or a larger scrubber if you're finding out that it's not keeping up.

But, before you go doing that, a second question. Do you have passive intakes into your tent? Do you have an intake fan of any sort? What's the CFM rating of it if you do?

Depending on the air pressure space inside your tent; two effects will occur here. If you are bringing more air into the tent than you are expelling, you're creating an area of positive air pressure inside the tent, which you can tell pretty easily depending on how rigid your tents walls because the walls will balloon outward a bit. You generally don't want this. This means that the air inside the tent is going to try find a way out, usually the path of least resistance (cracks and openings.) If you build an area of negative air pressure inside the tent, however, you're expelling more air than you're drawing in. This causes the tent walls to suck inward slightly. This means more air (and more importantly odor causing molecules) is drawn towards the strongest exhaust point and not towards other openings or cracks.

Also, what are the temperatures inside your tent? Terpenes and terpenoids become more volatile (meaning they evaporate quickly) at higher temperatures, releasing more of the odor causing molecules into the air.

Here's a guide in progress on Odor Control and Reduction, feel free to give it a read, it might explain some of the what's and why's of your odor woes and maybe give you some ideas on what you can do about it.

Also, on a last note, chudgy could you please refrain from creating multiple posts about the same problem when you just posted about an odor problem in your grow journal? Got an idea.... get a universal carbon pre-filter (5$) and wrap it around your filter.
It comes with velcro patches, and you can cut it if it's too long, and use the excess
(if its not wide enough).

Good idea late; but looking at that ebay picture he posted it looks like it already has a pre-filter on it (it's that fuzzy white wrap that the two bands are wrap around the cylinder.) It's possible his pre-filter is dirty, but they can be washed and re-used. They get pretty filthy after a few grows, and if you have it in an unfinished basement or anywhere dusty, they fill up fast. I'd check the pre that's on there first before plopping down any $.

Here's something maybe to look at. This is from that ebay page:
