New Grower DIY led, need some input..

Unless your a electronics tecknition I would'nt even consider building a LED light.Your better off buying a GN led and just plug it in and grow.
 
Yes, they would work as a small grow light. You 'd be better off mixing in some of the cool white ones in, perhaps on a complementary string of LEDs to give a "bluer" balance to the light. To be completely honest, you could just mount them to a metal bar or rod, if they're spaced apart enough... the metal will act as a heat sink.

I've done my own LED rig. It took a little thought, but is extremely easy, and constant current drivers (simply add up the forward voltages, and get a driver of specified amperage) are cheap and easy to work with. Once you make one of your own, you can even get your own colored ones to create your own system with easily swapped out modules and replacements if something goes wrong.

Make one that works, and you'll make another, guaranteed.
