I figure out the problem. It was all on me and operator error.
I picked up some calibration solution today but it was for 1000 ppm but they say my meter should use 342 ppm calibration solution but that is not available to me in town.
Using the calibration solution of 1000 ppm invoked the meter where its display can't show more than 3 digits so it puts a x's 10 multiplier on the screen. That is what I was seeing before. So what was showing 100 ppm was really 1000 ppm. So it was correct all along. Mystery solved and I managed to learn something today.
