How much everclear should I use with 1 oz. Green Dragon said it would be 16 oz of everclear, that seems to much? I want to use under tongue. I had heard like 5 drops would be good dosage, but said 1-2 eye droppers don't want to take that much. Anybody got another recipe?

I like very strong tinctures, and use the essence of 1 oz flower to fill a 1 fl oz tincture bottle:
(1) Decarb 1 oz herb @ 240 F for 40 minutes.
(2) Grind to fine powder for a medicinal tincture (break into pieces for a recreational tincture).
(3) Soak in 1 cup 190 proof everclear for hours to weeks with frequent shaking (use freezer cold everything and fast rinses for a recreational tincture).
I soak for 2 days at room temp on a continuously running stirrer hot plate. Magical Butter Machine is also good for this.
(4) Let the sediment settle, then filter thru coffee filters.
(5) Add 1/2 cup more alcohol to the filtered out sludge, shake vigorously, let settle, and strain into the previously strained liquid.
(6) Repeat step (5) with 1/4 cup alcohol.
(7) Reduce the alcohol volume to 30 mL (careful boiling with good ventilation, or evaporation), and put into a tincture bottle.
All of the alcohol can be removed, and replaced with 30 mL of any oil to create an oil tincture.

The strength for good 15% thc herb in a 1000 drop tincture bottle will be
Potency = (0.15)*(28,000 mg)/(1000 drop) = 4.2 mg/drop

I suspect without proof that alcohol tinctures are better absorbed sublingually, but burn like hell.
I like to make both oil and alcohol tinctures, but prefer oil.

It's also possible to make unstrained tincture.
Just add as much alcohol as you want, let settle, and dose with a dropper.

If I don't strain it how will it work with a eye dropper?

If you allow the unstrained tincture to stand awhile in a tall thin container, the sediment will form a hard blob that will be mostly undisturbed by a dropper sucking out some tincture.
I've never NOT strained, but I make good use of this settling out to make straining easier.
I use tall, thin graduated cylinders for best settling out.
Very little sediment pours out when the clear liquid tincture is poured off, and straining is easy.

Cool, I will strain and save it. What do you make with left over?

My everclear is 151, would 151 run be as good or is everclear still better? If the same maybe next time I'll buy less expensive 1.
151 proof is not good enough, because it contains a lot of water (almost 25%) that inhibits the alcohol's dissolving of cannabinoids, and is hard to get rid of.
I've never used 151 proof, and plead ignorance about how to do it.
There are websites that will ship food grade 190 proof "culinary solvent" that's really ethanol.
Another alternative is to use a Green Oil Machine clone to distill the 151 proof up to 190 proof.
