Lighting .How much is too much?

I'm planning on switching out a 1000w hps for 20 1212's + 6 cxa3050's x 1100 watts in a 4ftx8ftx7ft hi....

Here's part of my conundrum, I have 2 x 3ft liquid cooled heatsinks that have 6 good cxa3050s epoxied on one and the other will be stripped of burnt up China cobs. I have materials to build 2 more light bars at 3ft long (will do a diy instructable thread). This will give me a total of 26cobs in a 4x8 . I have 1 400w@ 36v China power supply and 2 mean well lrs-350-36 350w @36v power supply's bringing it up to 1100w of power. I planned on running each of the 1212's @50w . That works out to 7 1212's per 350w driver and 8 on the China 400w ...... I can't remove the existing Cree cobs w out destroying them and I need 2 of them to balance the power on the 400w.....
So I'll have 4 cobs as spares in place or I could light them up ?

Is this too much? Any of this make sense?

I would t run that many if they were free and my electric bill was free too. People say you can run at 50-60% of hps wattage in cobs for similar results. I personally think it's possible to do it at much less. More like 1/3 the wattage. For a 4x8 I would do 10 cobs max for a total of 500watts
 
When I first got into DIY Cobbs the 3070s were the best to get and most of us were shooting for about 25 watts per square foot.... They were obviously a little less efficient so that put my target closer to 400 watts per 4x 4

I know that should put me closer to 800 watts for a 4x8.....I'd normally run 600-1000w hps for each 4x4

I'm with you. I had 2 kind k5's and 2 mars 600's in a 6x6 space once. Now I have 450watts over each 4x4 and see consistent light stress and doing another grow with 200watts in a 4x4 with my best growth yet with 6 foot tall autos that are completely full of bud. Adding up the extended light hours on autos compared to higher wattage lower hours of photos equals out.
 
Another issue is that this is all at a friend's house that is a med patient and has a level payment plan on his power bill....He is adamant on keepingthe bill at the same level not less, lol!!
