if you are worried about electricity and heat, then lean towards LED. You are going to pay more upfront but less in the long run, and won't have nearly the heat to deal with and your electric bill won't be too bad either. You might as well spend money to get something worth while, rather than wish you had down the road and end up buying what you should have bought the first time. Or if your just starting out, try some grows with some cfl's. Cheap and you'll see how things go and expand from there. Won't have too much heat or electric to worry about.
