Am I reading this wrong, or has the new 'stop enjoying yourself anti drug law shit bill' made medical cannabis legal?

Made interesting reading I thought.
I'd looked at the medical law thing in the past.
Foreign visitors with a medical cannabis prescription, can bring cannabis into the country. British citizens prescribed cannabis abroad can't. So this guy has either found a loup hole or is planning on smuggling it in.
Still, we need peeps like him, hope he gets it done.

I think it's all relative, depending on the double chin, it may take more than that to make it go away.
