Question #1-what's the best way to change the humidity in a grow box if needed?
Question #2- best way to adjust temp ?
Question #3- Is ocean forest still having problems like it was?
Question #4- Is it necessary to have a dome on lights? I have like 9 cfl bulbs equalling to 190 actual watts. In a box that's 4 feet tall and 2 feet deep and wide. If so what's the best or cheapest way to make/buy one.
 
Q1: dehumidifier, after that get your air moving with oscillating fans, and exhaust the air quick.
Q2: A/C, get your air moving with oscillating fans, exhaust your air quick.
Q3: i'm using it right now and i'm not having any root aphids issues or fungus gnats. Prevention is always the name of the game. water in a mosquito dunk tablet and your good, add at about 1/4 dunk per gallon.
Q4: no its not necessary, esp. for cfls. If it was a HPS or a MH i would most deff say use a reflector. If you can move your lights around your gunna be golden.

If you need to increase your humidity and are using a smallish grow box, you may get by just fine by hanging a wet towel and/ or a sponge. If that doesn't work use a humidifier. If RH is too high and your exhaust system is not removing enough moisture out, then go with a dehumidifier.

Question #2- best way to adjust temp ?
If temps are too high, a bigger exhaust fan will do you just fine. If temps are to low, place small heater in box with an accurate thermostat, either built into heater, or a thermostat that you can plug your heater into.

Some people are still having problems, but overall not.

You need good ventilation, as others have pointed out.

Dr Earth Pot of Gold is ok, and you can get it for $11.23 with Walmart in store pickup.

If you can go a little larger, I would suggest my Secret Jardine grow tent, it's 2x4x5. I say that because I built a small grow
box, and started on a larger one, and realised it would be cheaper/easier to just get a tent.

A rule of thumb is 50 watts/sq ft. So in a 2x4 space 400 watts is good.
My first grow was with 125 watts CFL. But after you get things going
you will want more light.

You will also want a small fan to move air around inside the tent.
