Lighting Need ADVICE with SF4000’s

I have two SF4000’s in a 4x8 tent.

I was wondering what percentage for each stage

Seedlings 40%
VEG 60%
Early Flower 80%
Mid Flower 100 %

Any suggestions?
so far they’re doing amazing at 40%, I’m 14 days in since germination.

Lights are 3FT away
