Outdoor Neem + Foliar Fert?

I have some pure cold pressed neem oil coming. I'm wondering if I can mix this with organic foliar fertilizer, kill two birds with one stone?

In my limited experience you want to spray foliars separately and usually a week apart. Many foliars, like neem are oil based and will either coat the plant before the other products can contact leaf, or trap the other product below lessening the spread and possibly burning. Some foiliars are designed to leave a film of various thing like latex so they are best to spray by them selves, or with a wetting agent only.
