Does anyone know what, in the police's eyes constitutes a plant? Does a seedling count the same as an adult plant. Thanks for any responses I am concerned because of laws.

If its sprouted its a plant.
A planted seed is "Intent to Grow an Illegal substance". Possession of seeds varies by state. Most consider it simple possession. But, seeds could be construed as intent to grow if they want to bust you bad enough.
 
depending on if you are legal or not and what your allowed #'s are there is a "grey" area in some countries laws that state you are allowed ? number of plants that are in "production"

but dont go thinking you can beat the court case due to a "grey" area in the law because 9 times out of 10 you prolly wont beat anything other then yourself

http://norml.org/states check the laws in your state. in some states a plant is plant but in others seedlings and fully mature plants are two different things all depends how your state looks at their laws.
