That tap root is plenty long brother. Germinating is typically done just to see if a seed will pop, then it should be immediately placed in it's growing media. Keeping the hydroton covered with plastic wrap and misting it sounds like a perfect idea. It's a humid environment and provides the seedling with additional warmth. You do not want to bring a light closer until the seedling breaks out of the top of the pellet. Light is not needed until after the cotyledon leaves shed the shell. There's no way for the plant to perform photosynthesis until this happens. Also, the seed will pop faster "looking" for light as opposed to it just baring down on it.
Make sure the pellet is nice and wet, spritz the hydroton around where you're putting the pellet in, place the pellet in the hydroton and surround it and cover with saran wrap. Keep a close eye on the temperatures (<70 when getting a seedling to sprout can cause damping off) and the moisture of the saran wrap. You do not want it soaked, just moist.. like if you took a paper towel, wet it and then squeezed it out.
I'd plant that seed instead of taking more pictures of it, every time you open the paper towel and let the air hit isn't a good thing.
