New Grower Quick germ advise please!

Not too close I'd get a couple inches closer, but maybe just use the center one for a few days till the first set set of true leaves get moving. I like to ease sprouts into full light.

After it gets its first true leaves I would move those lights to 8 to 10 inches from the plants. Also you might want to put some deflectors on the lights ,even some aluminum pie plates so the light is directed down towards the plants.

Bam, look at that. First true set of leaves too. You want to start feeding nutes @ 1/8 strength very soon as there is no nutrients available in that hydroponic setup. Just a very basic veg nute or a broad spectrum "feed" (think Liquid Karma). Again, VERY little - like, take an eye dropper and put 4-5 drops per gallon of water.

What nute line are you using?

Let us know, also - how are you monitoring PH? You want to start keeping an eye on it now because problems won't show for awhile unless the pH is EXTREMELY acidic or EXTREMELY alkaline, but in about 2-3 weeks you'll start seeing pH issues if you don't start monitoring it now.

You're on your way brother, keep it simple and take it slow - don't rush anything and you'll be greatly rewarded!

I have a Hanna Ph meter, Ph up & down. using General Hydroponics FloraGro, FloraMicro, & FloraBloom. All came with the WaterFarm system I bought...

Damn man, that kit really did include everything that's pretty cool. How much did it cost?

Alright so basically at this stage, you'd want to feed super light - do you have a feeding schedule?

http://generalhydroponics.com/site/gh/docs/feeding_sched/GH-FloraSeries-DTW-Charts.pdf

This is from GH's site, for autoflower you typically want to start at 1/2 strength and see how the plant responds. So 0.5ml Gro, 1ml Micro, 0.5ml Bloom per gallon of water you're going to use. I know you're thinking wow that's nothing - but trust me, it's better off to start this way than to burn and stunt plants especially when you're only running one.

People typically change water in their DWC every 4-7 days, me changing every 5.

Well for the 1st 2 days I have been running the pump all day and light 24/7. Since the water drips to the outside of my plant, I dont see how the roots are going to get the water they need? I may do something like you see in this pic. I need to set a feeding schedule, I want to feed 3 times a day. For how long do you think? 30mins?I plan on switching to 20/4 on the lights. Probably start that tonight.

That looks like it'll drown the roots with it right on top of the peat pellet. The root systems are pretty fragile until you get about 3-4 sets of true leaves and by that time you're almost to your reservoir. I'd pull it back a bit so it's at the edge of the pellet and the hydroton around it gets wet as well as the pellet. Yeah, typically at the phase you're at you'll be hand watering for the first 10-14 days. Since you have the halo and the little rain gutters you made, you can just let it go that way. 30 minutes is reasonable, 3x in a 24 hour period. So every 8 hours, 30 minnutes is what you had planned? Should work fine.
