Time ago, I had tiny, small developing plants, too. In my case it was a watering issue. I used to water close to the stem which wasn‘t good at all. Maybe you have the same problem.
In this case you should deploy most part of the water at the outside of your pot and only a small amount close to the stem ... so you will stimulate root growth which is crucial for healthy and strong plants.
