I read something about the seeds protecting themselves from ice during winter. They're sleeping, a silly way to get through cold weather ahah... Wish I could do that btw.
Maybe you are not awaking the seeds correctly. I usually put them into water, less than a day, to fully hydrate themselves. Then I put them into wet cotton to make em germinate, hidden from any light, in a sealed box to keep humidity. And finally, after the first root showed up, I plant them into the soil.
Do not try to make your seed go faster by opening the soil, this can kill them far more easier than you think. Controlling water and soil PH (hydro is at 5,4 or 5,8 if my mind is not playing tricks), and adding roots nutes will help you have beautiful and peaceful ladies.
Sometimes the seed is too hold, the shell is too hard for the root to break through. Scratch the bottom of the seed the help the root find her way out. But this is really dangerous, this has to be real small. Also make sure to remember that some seeds are longer than other, some can takes days before germinating.
Hope I helped a bit.
Peace
