also as i am going to vegging the seedlings under this red cfl for around two weeks how many plants could i get under it?

I think you could fit about 4 plants under there if you're just going for the first two weeks. Maybe even more, someone else may chime in.
Not sure if I or someone else has mentioned this, but a blue 6500K cfl would be better for vegging.

That covers like 2x1 area well. Not much more I wouldn't think. So however many you can fit there in your starter cups. Start in at least 32 oz cups.
