Live Stoners Three weeks and flowering?

This is a WW auto in a modified Super Soil medium in a 5 gallon bucket. She's 3 weeks old and already producing budlets. My last round didn't start flowering until week 5 and no bud formation til 6.5 weeks.
What does this mean? Small plant, small buds? Small plant, bigger buds?
Anyone experience this before?
