I did exactly this with some 3 gal airpots to maintain 2 gal volume with a shorter pot height.
I also moved the bottom disk to the lowest available row, instead of the recommended
second row.
The only thing I experienced was a little longer initial root development phase
because it took the roots a little longer to find the outer circumference.
It won't control the plant size in any demonstrable way but it will set
"ground zero" a little lower to begin with, thereby giving you more available
vertical grow room before it gets to the lights.
