If you buying from EU the prices don't include VAT, it only gets addend on next to last stage in checkout (real easy to miss) I have never seen any seedbank do that.

Its the standard approach buddy, If you buy from someone that doesnt do this i would question if they are declaring their sales properly
No not quite, every seed bank I have purchased from the price you see is the price you pay.

your seed bank shows this in the checkout
then next page when you going to pay you get a surprise

I cant speak for other companies but how our business is set up we add the VAT in the cart based on the customers delivery address, we do it this way so we charge the correct rates
That said, we are currently making some changes to our set up that should see customers outside the EU not need to pay VAT
