Lighting Veg and Bloom under same light?

I think the grow and bloom switches on the reflector series are for energy saving for the most part. I use the Mars 11 5 watt lights that are on full spectrum all the time and the plants do just fine

Odd that I hear everyone say that about the fans because on my mars 2 400 when you turn growth on one fan kicks in then when you turn bloom on the other fan kicks on. Maybe everyone means that just the 1 fan is not enough to cool the bloom?
