if the soil is still moist should I water it or just let it be? Last watering/feeding was 3 days ago and she's 4 weeks old as of today

Wait. It's not a matter of how many days. If she's moist, she's not ready for more. Let her dry.
Personally, I don't let it dry as much in flower. In veg, definitely let her dry out.
