Lighting Watts per square foot in VEG

Does the same rule apply for the plants in VEG as in BLOOM when it comes to finding ideal watts/sq. foot?
I heard the rule of thumb that plants in VEG only need 50% of the wattage that is usually used during BLOOM.

Of course in the first few weeks the seedlings don't need/tolerate intense light, but how many watts/sq. foot do you guys prefer during veg?

Apparently those are the ideal conditions in bloom:

HID = 50 watts/sq. foot
LED (such as CREE) = 40 watts/sq. foot

So if we would follow the rule of thumb for VEG, we would get:

MH or HID = 25 watts/sq. foot
LED (such as CREE) = 20 watts/sq. foot

Plants don't use watts they use photons ,different lights of the same wattage can create different amounts of usable photons depending on how efficient the spectrum is so it's a very difficult question to answer.

I see. But if we take the photons into the equation, would you agree with the rule of thumb that the plants in VEG only need 50% of the photons that they get in BLOOM? Or should in your opinion the plants receive the same amount of photons in VEG as in BLOOM?

This is pretty much how I grow bro, I will veg two plants for 30-40 days under one 75w HS1 then flower the two plants under 1 HS1 each.
