At that stage i like to call Pre Flower. Give them another week or so as they normally get a nice Strech once you start seeing Pre Flowers.

At least a week then go forward with Flower. Is what i would do.

If your light pulls 411W from the wall you need to take away 10% for the driver losses and another 10% for optics losses. So you end up with 333W of actual light hitting your plants.
