New Grower When to fully water my plant????

HI, I have heard to not fully water your plants until your plant has two sets of leaves. I am going to be using an AKR in a 3 gallon pot with 2parts FFOF, 1part LW, 1part perlite, mosqitio dunks, and one tablespoon of Dolomite Lime per gallon. Is it better to fully water your soil mix until you get 10% runoff, and let it dry out a bit, before putting your germinated seed in my final 3 gallon home? Any help would be greatly appreciated!!!! I would water lightly for another three or four days and then do your full pot watering with runoff.
 
New at this, but my most successful start so far (my third) was as you said. Soaked the container well, let it dry a bit and put my beans in. After that I watered lightly. I have not yet soaked them and they are at 10 days today. I myself am not clear on this soaking until run off thing. Oh and I am using the smart pots.

What I do is, to soak my soil good 24 hours before I plant my germinated bean in it, and then water lightly as NamVet stated, for a few days.

Sounds like from your guy's responses, to prob wait 6 to 10 days on average (AFTER MY BEAN HAS BEEN LIGHTLY WATERED IN ITS SOIL OF COURSE). THEN, that is when it should most likely should get it's first full water?? I will post pics if need be a little later thank you guys for taking your time for such a small question. Well, again, many firsts happening for me here as well. I just watered both my 10 day old's until run off was seen in the saucers. I'll let you know how it goes. Should be fine...
