Outdoor Why isn't this 1 flowering

I am back again with a question on my Early Miss from Crop King Seeds. I started with 5 seeds and have 5 plants. This is day 59. Four of the ladies are flowering at about 28 to 35 inches tall. The fifth one however seems to be in vegetative stage. It is approaching 4 feet tall and I do not see any sign of pre-flowering. What I want to know does this happen sometimes 1 does not confirm with rest. I can supply pics if needed?

Yes, I've seen this happen when the odd one is reluctant to flower. Usually if they do I put them under 12:12 lighting for a fortnight of so (until they are definitely flowering) then return them to the normal lighting regime to finish. A simple, but high maintenance way to do this is simply to put the plant in or under a cardboard box (or similar) every night and take it out in the morning. Sounds like you would need a big box, although the yield could be good from a big plant.
