New Grower All sis plants are (TINY)

First time grower with a rough start. I sprouted 3 Lowryder seeds, and 3 Blueberry autos from ILGM on 6-3-2016 that have not gotten over 7 inches tall. Two of which are flowering. 3 are no taller than a BIC lighter. I started them as instructed by their grow lab. Growing medium is all purpose potting mix with added perlite. 3 are in the greenhouse, and 3 are in my tomatoe garden. All show same growth problems. I also planted 4 bagseeds at the same time and they are doing so much better in same conditions and soil. I fed Alaskan fish ferts after first true leaves showed, and Jobe all purpose after vegging. Plants are green but so small. It is comical but also frustrating, because seeds are not cheap. Any and all explanations will be great. I think it may be too late to make them much bigger, but I still would like to get pro feedback, and advise please. I joined their grow support forum and haven't gotten ANY responses, and that is not a free support lab/forum.

Forgot to mention these are in 2.5 gallon pots started in solo cups with bottoms cut out placed right into the soil. PH is good in water, and only water when my meter starts to point toward dry, but not on dry, very light feeding for fear of burning or killing them. As I stated the bagseed plants are doing a lot better than these 6 plants.
 
I would take it out of the solo cup and put it in that big pot it's sitting in, the roots can't grow properly if it's in a small cup like that, for best results and bigger plants, you should always start autos off in their final pots.
 
Could be the soil too, from the picture it didn't look very aerated with the added perlite, is the soil nice and loose, or is it real heavy and water logged? I like to easily be able to stick my finger 2 inches down with minimal pressure, nice and airy gets those roots to grow fast and easy
 
The soil is loose and not compacted at all, and the solo cups are cups that were cut in half with no bottoms, so roots cant be bound. I have used the cups as starter supports so tender seedlings, and roots would have less chance of being damaged. The bagseeds are doing great in same soil, and half solo cup supports. Puzzling for sure. Could I have bought some bad seeds ?
