You can pick up a good variac controller for around 50 or 60 bucks. I would advise against the small hydrofarm or whatever they are for like 25 bucks, very unreliable in my experiences. Some worked but they all still have a loud hum.

those controllers look pretty good but they are only a step variac (If I think I know witch controllers your talking about), you have 5 speeds to choose from...mind you if you shop around you can find a second hand traditional looking variacs for around the £100 in the UK... What I will recommend thought is to have some sort of thermostat connected to your fan control so it can speed it self up when the temp exceeds you desired temp...it has been a life saver for me

yes the 5 step, suited my needs. it worked for me in the past however that was in the northeast u.s. before I moved to hell (AZ). Now that I will be battling the heat I think you are correct. And I def recommend the thermostat as well, especially in a warmer climate. For me its gonna be a necessity. I have actually been thinking about using dry ice this summer. I know it's expensive and not really worthwhile but the benefits are twofold. If it doesn't melt before I get it to the house.

I say if the fans are too loud, turn up the jams and puff on another one!

I do indeed Witch. I'm a heating and ventilation engineer by trade, so I know a bit about fans.

For a perfectly silent fan you need to address the various noise generating areas. These are; mechanical noise (the actual fan and motor), resonance (vibration) and air (the noise generated by forcing air to move through ducts and filters).

The main problem I had was resonance, I mounted mine on a beam in the loft and the whole house has a weird weird humb going on. Stuck the fans in bungees, job done.
The other 2 issues can be addressed by over sizing the fan etc and running it slower.

For total silence, the fan should be over sized, speed controlled and on a floating Mount in an insulated box connected to oversized insulated duct.
 
I had this same issue, I basically had to buy two fan controllers for both intake and exhaust and find the right balance between the two (I still hear it). But if you want to jimmy a box and give it a shot, wrap your fan in insulation sheets, get some 1 inch wood, build a box to the measurements of the wrapped fan (allowing for height of tent output), and make sure to have fan controller. This would at the very least stop any vibrations you might be hearing and it actually sounds like an interesting project.
 
this is my box before i filled it... it houses a 5" rvk-l
Its 1" mdf...I double insulated it with carpet then used thick dense sofa cushion foam (200mm) to go around the fan with rockwool to fill the gaps. Hung from the roof rafters on chains... She is a beast but even with my crappy sms controller you can not hear the hum of the fan, the only sound is the air flow
