Lighting CFL Light Set up for Scrog Question

Hey everyone I'm new here!! Brought in by a SB grow journal and decided to ask question so here it is.

I'm Brand new to growing, and I'm looking to start a 4 plant scrog in bubble buckets.
In a 4x4 area (Growing Table) I'm not really limited on space so height isn't an issue.
I will be using 23w CFL both in the 2700k and 6500k spectrum's.

My plan is to use 5 fixtures holding 7 CFL's each for a total of 35 CFL Bulbs. utilizing a hexagonal shape for my fixtures I will have 6 round the out side and 1 in the middle of each fixture,
placement of the lights will be 1 in every 1x1 quad of the 4x4 table and one directly in the middle.

This will run on 19/5 with AF seeds that I haven't decided on yet so many good choices I know I'm going with Dutch Passion for the seeds but not sure on the strain yet looking for a day smoke for my first grow any suggestions would be amazing!

Power conversion is something around 23w/bulb = 800ish Total watts
1600 lumen/bulb = 56000 total lumen
cost of running this will avg about $100/month which is pretty reasonable

I guess my question is will this much CFL be overkill for the plant? and will I be able to keep the lights 3-4" off the plants with this many bulbs?

Sorry for the rant but wanted to be as clear as I could about my potential set up.

no way the more the better as long as heat doest become an issue...... and id guess more like 6 to 10 inches

I have a CFL rig that is 16 x 48 in. with 27 single bulb fixtures. In the past I have loaded it up with 23 watt bulbs for flowering. That's about 100 watts per sq ft. I now use the box for seedlings but only fill every other socket and set it 8-10 in above the plants. Any more wattage will give me stunted little bushes. What you are proposing is 50 watts per sq ft so you won't be over powering it at all. If anything, I'd add more fixtures and add or subtract bulbs as needed. The beauty of multiple small CFL bulbs is that you can start the plants crowded into a corner and unscrew the bulbs you don't need, and also makes it easy to adjust intensity. Just be sure to have adequate ventilation, lots of CFLs will make lots of heat.

I just finished a grow of DP Blueberry, not too much couch lock, decent potency, a bit of a creeper. It is not low odor. I grew out some Think Different a while back but wasn't too impressed, probably just me.

I did not know that to much light would stunt them, I was under the ipression that the heat from to many lights would stunt them.. in short you could have 200 watts per square foot as long as you keep your temps at 74 to 80..
