Ummm.. yeah...they are. There's only one electricity wholesaler in my state, so its more expensive here than over the border... My mate has a flat rate of 0.22...obviously still not awesome...but i wish i had that.

It is much easier to mask power consumption in America. We use a grotesque amount of power. In a typical 3 bedroom house, if you monitor electricity elsewhere, 2000w would be totally undetectable. You could probably run twice that before raising eyebrows.
Like gonzo said, it really depends on the consumption of your neighbors. As long as your arent 200-300% above typical consumption, you should be fine.

Damn...you got me thinking about my electricity costs...so i went to compare some plans...My rate actually starts at 0.35 for the first 300 kwh then 38 for the next 700 and so on
Thats was good thinking! Where I live we have municipal power, so its not for profit, run by the city. We have one of cheapest rates in the country. Most people here actually heat with electricity, its cheaper than anything else, imagine that! I have a vented propane heater and that alone saves about 3000-4000 watts of electric, just costs a little more to heat with. right now, I'm at about 900 watts total for all my grow lighting. So if I had the room I could run 4 1000 watt HPS and no one would even notice lol! But then there's all that heat to deal with, etc.... no thanks and I really don't need that much. I'm working on fine tuning my DWC skills. Give me a little time, I'll be growing 600 grams +from 1 or 2 plants, you can too! Done right, 1 gram per watt is not impossible.

Hey!
I think you should not worry to much. You can easily explain the extra usage as a new electric heater in the cool months and an air-conditioner in the warm ones. Either of those appliances can consume more than your grow. The advice from others to be timely with payment is good too.

Heat yes, and humidity. It is very likely that both of them would limit appartments capacities more as lights. As far as you do not go complete professional with all necessary stuff.
If you run some ladies under 2000W in flowering, they might drink and transpire 50 l of water daily. If in an appartment, such place would not be very pleasant to live in any more. I mean noise, humidity, air circulation, etc. I can not live with windows open all the time so I have limited myself to 1100 W. That is just fine and as you say, better to improve growing on smaller place.
Just to say....
She told me today that the electric bill was double this year..........
She meant that the difference owed is double. Normally we pay 400 on top at the end of the year and this year it will be 800 owed.
I did panic when she said double.......lol
