Keep that fan on!!! At least a medium setting or on low. Plants need consant moving air! #1 so the leaves can get fresh air to replace the co2. #2 it also builds up your plants stems so it can hold more weight! (big buds) you dont want your stems to snap under their own weight!! #3 keeps the dust particals off the plant!! You want your plant to be strong and happy! Hope this helps!
Not saying that most of your points are not valid but there so need for co2 in lights off

Definitely keep a fan blowing on your plants 24/7!!! I was just suggesting that there are alternatives to accomplishing what the EXHAUST fan accomplishes (i.e. fresh CO2, reduced RH and Mold/Mildew)
 
Yes, I agree that the grow-area must be ventilated, sorry I did not make that fully clear....but I also believe without air circulation within the grow area the ventilation will not be as effective....having BOTH growroom ventilation and growroom air movement is an essential part of keeping a good grow from the conditions that encourage molds, fungi and insects...either by themselves is insufficient, though it is possible to get by with just the room ventilation, it IS asking for problems, IMO if one does not also have the interior air moved about.

Plants respirate or breath when the lights are off. Plants need oxygen which they normaly recieve from photosynthesis, when the lights go off the plants still need to have fresh air so i keep everything on besides the lights.

Plants combine co2 with light to produce sugar and o2(oxygen) your wasting co2 if you leave it on at night.
