Height-wise they seem OK. It could be better, but it looks OK, my measurements for the NL at day 35 was about 15'' so that looks good. However they look like they have way too few leaves. Are these the same strain as mine, RQS Northern Lights Auto?

You might need more light.
You are doing a heck of a job and they look very healthy for the amount of light you have. I am with Ramone on this one, I am pretty sure you need more light. CFL's are very hard to grow with, they just don't prodcue enough lumens to effectively grow cannabis especially during flowering. What I have seen in the past is that CFL's work great during the first part of veg but then there is a point where the plant requires more photosynthisis and the lumen output of the CFLs just don't do the trick. If at all possible get an LED panel or an HID light. These are both proven light sources to grow canna effectively CFL's on the other hand not so much. Do you have the ability to upgrade your light source by any chance? Or is there a specific reason you have chosen to use CFL's(I know some people use them for their stealth capablities and low heat output)
With the advancements in LED technology over the last 3 or 4 years you can get one that will do the job for probably what you spent on the CFL bulbs. Also I want to let you know I am not bashing or dogging on your setup I am just addressing your question as to why there is a lack of foliage and overall plant health at day 35. I am sending mad grow Karma your way and hope that you can get your lighting upgraded so those ladies will take off!
