I've only used T5 (tubes). I have a pair of 4 bulb, 2 footers that I used to use for seedlings. Hopefully someone will chime in on the CFL options :)
 
Well maybe I don't have to go with CFL just people say to light the sides not just the tops
 
side lighting is definitely beneficial..Just not mandatory.
 
You can also buy LEDs that emulate florescent tube bulbs for side lighting. I know Philips makes them and I've seen them in the e-conolight catalog.
