Right let me see I can get this right -- soil -- now we have to have some where for the plant to grow and the right texture for the roots to grow and not have to fight there way through the soil , we have hydro - coco-soil - , as I am using soil at the moment I would think I would want to be some where close to the other 2 ? [ non organic Nutrients used ] where I live it is very expensive to get good soil shipped to me , so with the use perlite and hardware potting soil with some coco added and have a well drained soil then left in the rain for 2 to 3 months to sort of clean things out , would I not have a good growing medium , then I am thinking I have a good base to start with . To my understanding a well drained soil means more oxygen to the roots , better uptake of nutrients , so if I meet these requirements would my soil be good , now guys I may be way wrong here so any and all advice would be awesome .

That should work just fine,or you can just get some peat moss and add perlite to that with a little lime and that would also work.
