so my question is how many cree cxb3590's could this power. I'm planning a cob fixture that would fit 8-10 cobs.... I'm also wondering if it would be more cost effective to go with the citizens 1212's or 1818's ( whatever they are really called.

Citizen has different versions 1212, 1812,1818. They are all great cobs. Citizen does have the advantage price wise and for what ever reason (spectrum) I have done much better with citizen. I have also taken par readings with most cobs and what's on paper is a bit different than my meter reads. I say in real life applications it's much closer than what's calculated.
As for the driver it probably wouldn't be the best choice as the cob holders have voltage limits. When running so many cobs in series you'll quickly go over them.

I just went through this last week. Here's the data sheet:
You can get 229V out of it. Divide that by the Forward Voltage Vf of the COB and round DOWN to a whole number.

I would look at the new clu048-1216's, and smo is bang on, thats a lot of fv.. I would run 2x hlg240's.. You can build 2x 5cob panels with a hlg 240-1400 on each.. This way u can raise or lower the 2 panels independently for the size of your plants..

To answer the first question: 9*36V = 324V. so if connected in series you could run 9 cxb3590's with the HLG-480H-C1400-X.
but if you take a closer look, you see a max circuit voltage of 420:drool: V. so theoretically you could power up to 11 cxb3590's but be carefull, the driver might get pretty hot and your max current could drop to about 1200 mA to keep that 480W rated power. ( not sure on this because i never tried it )
