Hello exelance, and welcome to AFN!

Yes, all of those lights should be fine for one or two plants. 180W should be plenty for vegging. You may also want to consider keeping the 6500K through the whole cycle and adding the 2700K once flowering starts.
What you intend to do should be perfectly fine as well.

I'd go for a single Think Different for performance, but I really don't know. She's a huge yielder when grown in the right conditions. If I'm not mistaken the roadrunners are quick but tend to stay pretty small.

Good luck!

Welcome to AFN, how about stopping by Introductions and tell folks about yourself.

One 60w CFL (actual watts not watt equivalent) should be fine for the first few weeks and then add another as the plant gets bigger. When you switch to your 250w light you might want to still use a couple of smaller CFL's as side lighting to help improve lower growth. Good luck
