Try getting some fresh air pulled into your tent and have a fan inside to circulate the fresh air being pulled in...
Also, that should help with your white flies situation.
Get a cheap extractor fan, for the intake then some desktop fans for inside circulation - that would be my suggestion, your lights are good, as you seen from your previous grows, the light you have is sufficient to get some nice bud, it is now about controlling the rest of your grow environment.
Also, try looking for strains that are good for growing in high temperature places, perhaps ducksfoot sure @pop22 will more than give a stellar recommedation.
These are originally Australian strains (high temperatures etc) so maybe its a good fit, or you can try some Durban Poison.
Really do not think that your lights are your concern, dont give up brother, I know the struggle is hard, but you have put so many $ and Hours into this just because of one or two things...
