Neem oil

Hi fellas little question.

I’ve got a couple of bug issues on my hulkberry that’s in a pot on my balcony. A friend recommended neem oil and an internet search shows it works really well on a variety of pests. So I ordered some quality cold press oil. Only problem is I can’t find the ratio of oil to water to treat with.

Anyone have any idea or experience they can share? Good or bad all appreciated.
 
I bought some Neem oil last year at a hydro store and after mixing it with water and spraying on my plants that had aphids it seemed to remain on the plants permanently even after a month. Made me wary about using it after I read about it.

I had some feral Black Eyed Susan's growing in another part of the yard last Summer completely infested with a different type of aphid and I sprayed them repeatedly with Neem oil and it did nothing to those aphids.

It says Dyno-grow 100% Neem oil on the package but then says leaf polish. Doesn't mention anything at all on the package about killing insects though. 1 oz to one gallon of water and 2 tsp. of dish soap as an emulsifier.
