Is it ok to leave plants outside if it's gonna be cloudy for a couple days and how long does it take for seeds to pop out the soil

Yeah cloudy is ok but also moving them stresses them so you don't want to move them to much, since the upcoming weather is a bit crazy, I would recommend putting them inside under this cfl for a week till all this shitty weather is over and then put them outside. Seeds germing and popping time varies as they can be strain dependent but usually 2-5 days

Ok I guess I'll bring it in tomorrow afternoon since tomorrow's gonna be sunny all day might as well take advantage

Should I give them more water looks kinda dry but I don't want to over water

Pick up the pot and feel the weight. That is the best way at the moment to test if they need water.

Yup just like the penguin said, pwngujn knows all lol, also if the top inch or two is dry. since there seedlings about to sporut consider putting a humidy dome around them maybe like a plastic cup or something and take it off a bit after they pop out

At this time of the grow I use a spray bottle. I will just moisten the top layer where the seed is. Also good for the first week or so. A big fat watering can, can push them over.

Good luck chum.
