Look go ahead and spray over the tops, just not enough to drip into the buds. MAKE SURE YOU get the under side of the leaves (very important), and spray the soil too, and the sides of the pots. everywhere. Then, beware, because thrips that are just starting to fly (hopping), and the larvae, are in the topsoil. If you have thrips, they may be resistant to Neem. you might have to use a rosemary spray (like dr. rosenthall's zero tolerance), to knock them dead out. I am not saying youi do have them, but you will know, if you pat the soil with your hands lightly, and look closely for hopping black tiny bugs. Other measures can be taking if that is the case. But for now, see if this helps.
